William “Larry” Lucas is a distinguished leader in healthcare policy, public affairs, and advancing access to quality care for underserved communities. He most recently served as Vice President of Government Affairs Diversity Programs for the Pharmaceutical Research and Manufacturers of America (PhRMA), where he worked closely with the U.S. Congress, state legislators, and local officials on issues impacting patient access to medicines, healthcare equity, and the research-based pharmaceutical industry. In this role, he also authored a nationally syndicated monthly column highlighting developments in medical innovation.
Mr. Lucas began his tenure at PhRMA in 1990 and played a key role in shaping national conversations around healthcare access and diversity. Prior to this, he held leadership roles in public affairs at several organizations, including the Joint Center for Political and Economic Studies, Gulf Oil Corporation, Michigan Consolidated Gas Companies, Primark Corporation’s Hospital Satellite Network, and the Bureau of the Census. During his 16 years with the Census Bureau, he led a groundbreaking outreach campaign for the 1980 Census that engaged all levels of government. Earlier in his career, he also worked as a radio DJ in Jackson, Mississippi and Detroit, Michigan.
Throughout his career, Mr. Lucas has been widely recognized for his commitment to improving health outcomes and expanding access to care. His honors include the National Medical Association’s Scroll of Merit Award, the National Hispanic Medical Association Leadership Award, and the National Minority Quality Forum’s Health Promotion and Disease Prevention Award. In 2010, he received the first Lifetime Achievement Award from the Congressional Black Caucus Fall Health Braintrust and was recognized in the Congressional Record for his decades-long advocacy on behalf of underserved populations. Additional honors include a commendation from the Mississippi Legislature, the Washington Government Relations Group’s “Tin Cup” Lifetime Achievement Award, and the 2020 Phoenix Body Award from the Congressional Black Caucus Foundation.
Mr. Lucas has also served on numerous influential boards, including the Congressional Black Caucus Foundation, the National NAACP Board of Trustees Special Contribution Fund, the National Black Caucus of State Legislators Corporate Roundtable, and advisory committees supporting Hispanic and minority health leadership. His service extends to educational institutions such as Tougaloo College and Philander Smith College, reflecting his deep commitment to leadership development and community advancement.
A graduate of Jackson State University, where he earned his bachelor’s degree in Elementary Education, Mr. Lucas also honorably served his country in the United States Air Force. His legacy is defined by a lifelong dedication to advocacy, equity, and improving the health and well-being of communities across the nation.
